What 'at cost' means here
Meta bills WhatsApp by conversation — a 24-hour window with one customer — and the price varies by conversation category and by the customer's country. A utility conversation with a US buyer and a marketing conversation with an Indian buyer are different prices, set by Meta, changed by Meta, published by Meta.
We do not touch that number. Whatever Meta charges us for your conversation is what appears on your invoice as the Meta line. We do not blend it into an average per-message rate, we do not round it up, and we do not quietly keep the difference when Meta cuts a category price.
What we charge for is the platform: keeping your WABA connected, template management and approval, threading messages onto the right RFQ, quote and customer record, delivery and read receipts, media handling, opt-out tracking and the retry logic when Meta returns an error. That is the 20% / 15% / 10%.
The markup falls as you move up because the platform cost per conversation genuinely falls with volume. It would be dishonest to pretend a shop sending 25,000 conversations costs us proportionally what a shop sending 500 does.

Both components are separate lines specifically so you can reconcile the Meta figure against your own Meta billing dashboard. If they ever disagree, tell support and we will show you the conversation-level detail.
